Anonymous tipsters alerted state investigators to 16 cases of misuse of state time or property that led to disciplinary action of some kind during 1984, Auditor General Thomas Hayes said in his annual report to the Legislature. None of the individuals investigated was named in the report, but Hayes said one was an administrative law judge who was found to be conducting a private law practice on state time. The judge was ordered to reimburse the state $1,030 for 610 telephone calls made in behalf of private clients, and further action is pending on 39 court appearances he made in their behalf during a 14-month period. The report also mentioned a state Personnel Board employee who was fired for selling his own $45 directory of available jobs to people who called his office for job information. A State Police official who had his secretary type his college assignments was billed $1,500 for her services and suspended without pay for five days.
