Building Permit Values Up:While the number of permits issued for new construction in February declined from a year ago, the dollar value of the permits more than doubled, from $3.2 million in February, 1984, to $7.1 million last month. In January and February of this year, 850 permits, valued at $9.3 million, have been issued. During the same period last year, the city issued 801 permits valued at $5.7 million. Leading the increase in secondary construction permits in February were building additions and alterations. Swimming pools, masonry fences, fire sprinklers and solar heating installations also registered increases.
