Annexation Delayed:The City Council will wait until May 7 to finalize the annexation of the so-called Spotted Bull neighborhood, near San Juan Capistrano’s northern boundary. As required by state law, the 30 days following a public hearing Tuesday will be used to determine if 25% of the registered voters or property owners in the proposed annexation area are opposed to joining the city. According to senior planner Larry Lawrence, there were no protests at the hearing and most of the residents in the 82-acre area favored the annexation.
