When two trappers lured pigeons into baited cages in downtown San Francisco and then sold the birds to hunters for dog training, the Society for the Prevention of Cruelty to Animals decided to check the Penal Code. At first, police told the SPCA that pigeon-trapping was legal but a closer look revealed that the trappers had to obtain permits from the Health Department before they go around poaching for pigeons.
