Individuals have won more than half the civil liberties cases reaching the Supreme Court this year, a reversal of last year when the government won eight of 10 such cases. “We are holding our own now,” an American Civil Liberties Union official said as the court reached the halfway mark for decisions this term. The ACLU has already won more cases this year than it did all of last year. The figures were developed in an analysis by Geoffrey R. Stone, a University of Chicago law professor.
