About half the spare engines for the Air Force’s F-15 and F-16 fighters cannot be used because they lack spare parts, due to management miscalculations. That affects the ability to keep those planes in combat in the event of war, a senior Air Force official said. But Lloyd Mosemann, the deputy assistant Air Force secretary for logistics and communications, added that the problem has not affected the planes’ readiness to go to war.
