Coordinator Considers Attack ‘Appropriate’

PHILADELPHIA — Leo A. Brooks, the former Army general who coordinated the attack on the MOVE house, said Tuesday that he expects to be second-guessed.
“But we believe we did what we thought was appropriate for the occasion,” said Brooks, the city’s managing director.
Brooks, 52, has held the city’s top appointive job for the last 16 months. He succeeded Mayor W. Wilson Goode in the job.
