White House Communications Director Patrick J. Buchanan says he is changing his policy of not talking to reporters because “it doesn’t work.” Buchanan, who assumed his White House post in February, said in an interview: “There will be times when I am going to have to provide the information myself.” Buchanan said that when he first joined the White House staff in February, he had decided not to return reporters’ telephone calls so he could “get up to speed on policy and the President’s positions.” Last week, however, Buchanan began to return reporters’ calls.
