Technicians at the Diablo Canyon nuclear power plant restarted the Unit 1 reactor 24 hours after a malfunctioning transformer sparked the first automatic shutdown since the plant began commercial operation earlier this month. The reactor, which produces 1.1 million kilowatts of electricity at full power, was expected to regain full capacity shortly, said Ron Rutkowski, a spokesman for the plant’s owner, Pacific Gas & Electric Co. Ron Weinberg, another PG&E; spokesman, said that the malfunction at the seaside plant near San Luis Obispo was in an electrical inverter and did not involve any nuclear materials.
