Seal Beach
Mayor Selected: Joyce Risner, a City Council member since May, 1982, and a Seal Beach resident for almost 30 years, has been chosen mayor by her colleagues. Risner, who had served for the past year as vice mayor, succeeds Oscar Brownell. Frank Clift steps into her old position. A field representative for the U.S. Department of Commerce, Risner is a representative to the League of California Cities, where she serves on the state public safety policy committee. Risner’s husband, Lee, former Seal Beach city manager, is now city manager of La Habra. Joyce Risner’s term as mayor will expire in 1986. The selection by the council was unanimous.
