A retired San Fernando Municipal Court Judge was arrested on suspicion of drunk driving by a California Highway Patrol officer who said her car was going north in the southbound lanes of Interstate 5 near Pyramid Lake. Leila F. Bulgrin, 60, who was senior judge of the Los Angeles Judicial District when she retired in 1983, was released on her own recognizance after hospital treatment for a broken wrist that Officer Calma Smith said she suffered when she tried to break free from a “bent wrist control hold” that was applied to subdue her. Bulgrin was ordered to appear July 26 in Newhall Municipal Court.
