Soviet Minister Ousted Amid Lag in Metals

MOSCOW — The Presidium of the Supreme Soviet has appointed a new ferrous metals minister in the wake of low production and reports of inefficiency earlier this year.
The official Tass news agency, reporting Serafim V. Kolpakov’s appointment Friday, said he had replaced Ivan P. Kazanets, who retired “on health grounds.” Kazanets was one of several ministers in the industry openly criticized after ferrous-metals production in the first quarter of this year fell 5%.
