Liberia said it has foiled a plot to kill government officials and Americans living in the West African country. Defense Minister Gray Allison said the alleged conspiracy involved militants of two political parties that tried unsuccessfully to register for elections this fall, balloting intended to return the country to civilian rule. There have been reports of at least half a dozen plots since then-Master Sgt. Samuel K. Doe seized power on 1980.
