The Commerce Department transferred its earth-imaging Landsat Satellite system to Earth Observation Satellite Co., a company jointly operated by Hughes Aircraft and RCA. The company will takeover the system’s ground control functions and will be given a $250-million government subsidy to help build two next-generation imaging satellites.
