The Department of Social Services collected $349 million in overdue child support payments this year, a 12% increase over 1984. A department spokeswoman credits the increase to government programs that divert federal and state income tax refunds and unemployment insurance compensation. The department estimates that more than $1.2 billion in child support is still uncollected in California.
