The nuclear industry won the first round in a legislative effort to keep a relatively low government ceiling on its liability exposure in event of a catastrophic atomic power plant accident. By a 15-11 vote, a House energy and environment subcommittee substituted a $2-billion limit on the industry’s liability for a $10-billion ceiling proposed by Rep. Morris K. Udall (D-Ariz.).
