Outlined in a letter from Deputy Defense Secretary William H. Taft IV to the nation’s largest defense contractors, the policy suggests that voluntary disclosures of wrongdoing by defense contractors may help them avoid being cut off from Defense Department contracts. But the new policy does not offer contractors any guarantees if they report misconduct.
