Almost two-thirds of the nation’s air traffic controllers oppose rehiring the 11,400 controllers fired by President Reagan during an illegal strike in 1981, a new congressional survey said. The survey, conducted by the General Accounting Office, an investigative arm of Congress, showed that many controllers believe morale would suffer if the strikers were brought back. Of the 2,000 controllers and supervisors who took part in the survey, the Federal Aviation Administration said, about 60% of controllers and 85% of supervisors expressed opposition to the rehiring.
