Tulare County, which once had a higher percentage of residents on welfare than any other area of the nation, has experienced an unexpected decline in the number of people drawing assistance. The county’s overall welfare caseload dropped from 42,000 in April to 38,300 in November, a decline of almost 9%, Welfare Director Mehl Simmons said. Simmons said possible reasons are stepped-up child support and alimony collections from absent fathers and more welfare fraud collections.
