Violent New Year’s celebrations in the Philippines left at least 24 people dead and nearly 1,700 injured, officials said. One of the wounded was an 8-month-old girl struck by a stray bullet as she slept in her home. Despite a ban on gunfire and firecrackers, Manila rumbled like a war zone.
