‘Kissinger the Revisionist’

In the past I have disagreed with Muskie more than I have agreed with him on national security matters, but his article, “Kissinger the Revisionist,” is right on target.
Of course Kissinger is not alone in making mistakes--the Congress has made a fair share--but the stakes are survival, and Muskie is perfectly correct by saying “politics cannot indulge its frustrations by passing the buck to technology.”
Arms control must reflect realistic technology considerations, but the decisions are made by political leaders, for political reasons, and should reflect the real national interest. It is time to help the President, not try to second-guess him.
