Soviet leader Mikhail S. Gorbachev, back in public after seven weeks out of the political spotlight, visited the northern port of Murmansk, accompanied by his wife, Raisa. Looking tanned and relaxed after a Black Sea vacation, he had reappeared the previous day in Moscow, meeting a French delegation. Soviet television showed him surrounded by large crowds in Murmansk, answering questions about his reconstruction program. “We are relying on our people,” he said, adding that while there are still many problems, much would be achieved for the country.
