Governor Vetoes Helmet Bill

Deukmejian’s veto of the helmet law was disappointing. His rejection reasoning was particularly muddled and inconsistent. As a career nonpartisan voter, I concluded the action was a partisan rejection of Floyd’s authorship. Would the governor have used the same thinking had this been a Floyd-proposed seat-belt law? The governor’s action makes little sense.
