WASHINGTON — The Senate voted 71 to 24 on Wednesday to confirm the nomination of Karen Borlaugh Phillips to the Interstate Commerce Commission for a term expiring Dec. 31, 1991. Phillips previously served as chief economist on the staff of the Senate Finance Committee.
