Motives of County Voters Questioned

Is it not interesting that the Orange County voters disapproved of library construction bonds, school funding and Cal-OSHA propositions that were approved by the majority of the state electorate--but approved, at even a higher rate, of taxing smokers and reducing insurance premiums?
Could this inconsistency--approving increasing taxes that others must pay and opposing “free enterprise” when it results in personal savings--be attributed to anything other than hypocrisy?
