Briton Off on Gulf Tour

LONDON — British Foreign Secretary Geoffrey Howe left Monday for a 10-day Persian Gulf tour during which a major topic will be the Palestine Liberation Organization’s decision to recognize Israel, the Foreign Office said.
Howe will start with talks in Kuwait and also visit Saudi Arabia, Abu Dhabi, Dubai, Oman, Yemen and Djibouti in the horn of Africa.
