State Controller Gray Davis formed a campaign committee that will allow him to explore a race for governor in 1990. “I am still looking at Feb. 15 or before to decide whether I will run for governor,” Davis said. “This committee allows us to expend money to explore that possibility.” Among other things, it allows Davis to take a poll, raise money and pay consultants for advice.
