The leaders of four Arab states wound up a ground-breaking summit in Alexandria, Egypt, with few signs of having addressed the major issues confronting their fledgling alliance. The Arab Cooperation Council--composed of Egypt, Yemen, Iraq and Jordan--opened its first summit Thursday. The talks ended a day later, with modest accords abolishing visa requirements and promoting free movement of workers between the countries, where nearly half the Arab world’s population lives. But the leaders stopped far short of agreeing on steps toward the avowed goal of integrating their economies.
