Afghanistan’s defense minister accused the United States and Pakistan of organizing a major guerrilla offensive to overthrow Kabul’s Marxist government. Defense Minister Shah Nawaz Tanai did not say when he expected the offensive to begin or provide any other details. He also said fighting in the 11-year-old civil war had died down across the country in recent months despite the fact that guerrillas had been provided “newer, heavier and more sophisticated” U.S. arms. Tanai also said the Muslim guerrillas fighting to overthrow Afghanistan’s government could never be united under a single command.
