Gordon M. Binder, Amgen’s chief executive, was elected chairman of the Thousand Oaks biotechnology company, replacing outgoing chairman George B. Rathmann. Amgen said Rathmann, who joined the company when it was founded by a group of venture capitalists in 1980, was reelected to the board of directors and will serve as chairman emeritus.
