A renegade army captain surrendered and urged fellow mutineers to give themselves up to help the government overcome economic and political problems, officials said in Manila. Capt. Edmundo Malabanjot, a former officer of the Philippine Army’s elite 1st Scout Regiment, surrendered in central Capiz province to Brig. Gen. Raymundo Jarque, army regional commander.
