Diamond Bar : Replacement for Horcher

Rather than call a special election, the City Council on Tuesday decided to appoint a successor to Councilman Paul Horcher, who was elected last week to the state Assembly.

Each council member will submit two names, and the nominees will be interviewed as a group at a 2 p.m. meeting on Nov. 29. The council will then vote on Horcher’s replacement.

Horcher, who did not vote on the successor issue Tuesday, will assume his 52nd Assembly District seat in early December. He will be allowed to nominate candidates to replace him but will not vote on the selection.

The council also voted to consolidate its April, 1992, elections with the November, 1991, elections administered by the county, saying that the consolidation will save election costs and probably result in greater voter turnout.
