CLIPBOARD : Medical Board Disciplinary Actions

The Medical Board of California, formerly known as the Board of Medical Quality Assurance, licenses physicians and other medical professionals. The board also investigates medical complaints and issues disciplinary actions. The most serious penalties include license revocation, suspension and probation.

Each decision becomes operative on the “effective date” unless a stay order is granted by a court upon the request of the licensee filing for judicial review, which may be after the preparation of a medical board report. Stay orders do not occur in “stipulated decisions,” which are negotiated settlements where further appeals to the courts are waived.

Following are the Orange County medical professionals subject to serious disciplinary actions (broken down by medical specialties), according to the California Medical Board Action Report dated Feb. 1, 1990, through June 30, 1990.

PHYSICIANS AND SURGEONS:

Norman K. Beals, MD, El Toro

Stipulated Decision. Related to his practice for hormone replace therapy (“HRT-Women’s Health Care Center”), false advertisement, misleading statements, gross negligence, repeated negligent acts, excessive hormone injections, prescribing and treating without medical indication, and violating drug statutes. License revoked. March 21, 1990.

Harvey L. Dannis, MD, Santa Ana

Federal conviction for theft and false billings for services claimed but not performed under a federal Workers Compensation Program. License revoked, stayed, 10 years probation on terms and conditions, including 90 days suspension. Effective Feb. 21, 1990.

PSYCHOLOGISTS:

Paul D. Fairweather, Ph.D, Laguna Niguel

Voluntary surrender accepted while charges pending. Effective April 11, 1990.

ACUPUNCTURISTS:

Myung H. Ha, A.C., Garden Grove

Stipulated Decision. Conviction of misdemeanor bribery to obtain acupuncture license without passing the examination. License revoked, stayed, five years probation on terms and conditions, including passage of the exam. Effective April 19, 1990.

Sang Y. Joo, A.C., Garden Grove

Stipulated Decision. Conviction of misdemeanor bribery to obtain acupuncture license without passing the examination. License revoked, stayed, five years probation on terms and conditions, including passage of the exam. Effective April 18, 1990.

Soo Il Lee, A.C., Anaheim

Stipulated decision. Conviction of misdemeanor bribery to obtain license without passing the examination. License revoked, stayed, five years probation on terms and conditions, including passage of the exam. Effective April 19, 1990.

Il Boo Myung, A.C., Cypress

Stipulated decision. Conviction of misdemeanor bribery to obtain license without passing the examination. License revoked, stayed, five years probation on terms and conditions, including passage of the exam. Effective April 18, 1990.
