CHINA: Royal Dutch Shell will build a large refinery in Guangdong Province, the largest petrochemical joint venture in the country. The $2.5-billion refinery will have a capacity of 5 million tons of crude oil and production of 450,000 tons of ethylene a year. The project represents the first step in the government’s five-year plan to achieve self-sufficiency in ethylene, a hydrocarbon used for fuel and anesthesia. Shell and its partner, the China National Offshore Oil Co., plan to open the plant in 1995.
