Baker to Meet Syrian Official

LISBON — Secretary of State James A. Baker III will hold a hastily arranged meeting today with Syria’s foreign minister in a fresh bid to keep alive his goal of setting up Arab-Israeli peace talks.
In his surprise announcement Friday, Baker offered no hint that the meeting with Foreign Minister Farouk Shareh signals a breakthrough in his 10-week quest to bring Arabs and Israelis together.
Baker has been unable to overcome procedural differences between Israel and Syria over the format for peace talks.
