Mortgage Rates at 14-Year Low: Fixed-rate mortgages averaged 8.95% last week, the Federal Home Loan Mortgage Corp. said. The rate, down from 9.02% the week before, was the lowest since December, 1977, when it also was 8.95%. On one-year adjustable-rate mortgages, lenders were asking 6.83%, down from 6.87%. The rates don’t include points.
