White House Budget Director Richard G. Darman said the Bush Administration might be willing to renegotiate the budget agreement it made with Congress last year. Interviewed on NBC-TV’s “Meet the Press,” Darman said that any further talks must be focused on deficit reduction, entitlement programs and capital gains taxes. He said he agreed with Sen. Phil Gramm (R-Tex.) that “if there are savings . . . from defense, at least half of them ought to go to deficit reduction” and “some substantial portion ought to go back to people” as tax cuts and growth incentives.
