NEW COP IN TOWN: The newest rookie on the beat is Officer Surf, the sea gull, starring in the Huntington Beach Police Department’s just-released junior police coloring book, above. The book, paid for by private funds, is designed to teach children “how to protect themselves from crime,” says Chief Ronald E. Lowenberg. Officer Surf is more than a cartoon: He’ll soon make public appearances.
