Gas Price Is Near Its 1991 Low: After falling an eighth consecutive week, the nationwide average gasoline price is near its 1991 low, the American Automobile Assn. reported. AAA said self-serve regular unleaded is down 1.5 cents per gallon to an average of $1.082. The average, which has fallen 6.1 cents per gallon since Nov. 19, is only 0.2 cent higher than the 1991 low of $1.08 reached March 5.
