FDIC Survey Finds Improvement in Housing: The housing market is improving even though unsold homes abound and the commercial real estate market is unchanged at best, a government survey said. A quarterly survey by the Federal Deposit Insurance Corp. turned up a positive assessment on the composite real estate market in all regions of the country. Most of the 500 senior bank officials, thrift examiners and asset liquidators surveyed in late 1991 and early this year believed that general real estate market conditions were improving. Overall, market outlooks were most positive in the South and weakest in the Northeast, the FDIC said.
