Loans to Israel

Re “U.S., Israel Fail to Resolve Dispute Over Settlements,” Feb. 8:
It baffles me as to why our government is pleading with Israel not to build settlements with the money we are giving the country. And it amazes me how a country can call itself a democracy when it routinely denies citizens fundamental rights. But, what perplexed me most was the last paragraph: “ . . . the U.S. government is required to provide Israel with foreign aid payments at least high enough to cover its payments on debts owned to the United States.” Huh? Where does the line start for those loans?
