Lottery officials acted to discourage the buying of large blocks of tickets, as with last week’s $27-million jackpot. Lottery Director Kenneth W. Thorson said such massive purchases threaten the game by discouraging other players. The Lottery Board in Richmond directed retailers to give preference to customers waiting to buy $1 tickets over orders for large blocks of chances. Thorson said the winner of the $27-million prize, an Australian group, is believed to have bought about 5 million of the 7 million possible combinations.
