FILLMORE : City Attorney Fined Over Late Statements
Fillmore City Atty. Joseph Kern was fined $4,000 by the state Fair Political Practices Commission this week for filing financial disclosure statements nearly a year late.
The commission sent Kern numerous requests to file his 1989 and 1990 statements of economic interest, but he failed to respond until contacted by the commission’s enforcement division, commission spokeswoman Carol Thorp said. Kern could not be reached for comment.
State law requires public officials to submit annual statements detailing income and investment, Thorp said.
“Kern has a history of being late with his,” she said. Kern filed 16 days late in 1986, and in 1988 paid a $100 fine for filing 57 days late.
