Who Inspected?

A recent article regarding the building project constructed in Stanton by the William Lyon Co. mentioned the many alleged defects that occurred during construction and put all the blame on the William Lyon Co. supervision.
I am positive that the city of Stanton was paid handsomely for building permits and many other fees. My question is, where were the city building inspectors when all these alleged violations took place?
