Business Confidence Edges Up: Executives’ confidence in the economy improved slightly in October but remained well below the peak reached in December and February, the U.S. Chamber of Commerce said. The index, reported every other month, was 46.4 in October, up from 45.6 in August. But that was still well below the peak of 62.4. An index reading of 50 or more indicates moderate economic growth. A reading of 70 or more signals strong growth.
