Talks to Seek Faster Tariff Cuts Under NAFTA: U.S. Trade Representative Mickey Kantor announced the start of new talks on items ranging from wine to bedding. The North American Free Trade Agreement, which goes into effect Saturday, calls for a gradual end to all tariffs in 15 years, but with provisions to accelerate cuts if agreed to by the United States, Mexico and Canada. Kantor said faster cuts are possible in wines, flat glass, home appliances, bedding components, dry beans, cream cheese and potatoes.
