PLO Is Ready for New Peace Talks, Russian Asserts

TUNIS, Tunisia — The Palestine Liberation Organization is ready to resume negotiations with Israel on self-rule for the West Bank and Gaza Strip, Russia’s foreign minister said Friday.
PLO Chairman Yasser Arafat “has taken a very strong position. It is a courageous decision through his commitment to the peace process and his preparedness to resume the peace negotiations,” Andrei V. Kozyrev, the Russian foreign minister, told reporters.
The PLO-Israel negotiations were stalled by the Feb. 25 massacre by a Jewish settler of about 30 Palestinians worshiping at a mosque in Hebron, in the occupied West Bank.
Arafat, standing beside Kozyrev, sounded slightly more cautious, suggesting that the PLO was still awaiting a U.N. Security Council vote on a measure condemning the massacre.
