WORLD IN BRIEF : PHILIPPINES : Marcos Blocked From Election Win

The elections commission barred Imelda Marcos from being proclaimed winner in her race for the House of Representatives, even as she widened her lead against the governing party candidate. The committee overturned, without explanation, its decision Tuesday to let Marcos and 30 other tentatively disqualified candidates take office if they won. The Supreme Court must now decide whether the disqualifications were legal. Marcos, widow of dictator Ferdinand E. Marcos, was disqualified because she did not live in her home district for the required one year before Monday’s balloting.
