RAIDERS RETURN TO OAKLAND : The Agreement

Details of the agreement signed Friday by the Oakland-Alameda County Coliseum board of directors and Raider owner Al Davis to return the team to Oakland:

* Length: 16 years. Covers 15 football seasons beginning in 1996, with the 1995 season as an additional transition year.

* Stadium modernization: $85 million in improvements, including expansion of the Oakland Coliseum to 65,000 seats with 175 luxury suites and new locker rooms. To be completed by the first 1996 exhibition game and financed by government bonds.

* Rent: Raiders will pay $500,000 annually.

* Relocation and operating loan: $31.9 million to Raiders.

* Surcharge: $1 on all tickets, to benefit Oakland schools and other public services.

* Training facility: Raiders get loan of up to $10 million at the time of construction.

* Personal seat licenses: Fans will pay a one-time fee for the right to buy season tickets for 10 years. The fees will range from $250 to $16,000.

* Ticket revenue: Raiders receive 100%.

* Luxury suite revenue: Raiders receive 100%.

* Club seats and memberships: Coliseum and Raiders share revenue from 1996-2005. Raiders receive 100% in 1995 and from 2006-2010.

* Concessions and parking: Coliseum and Raiders share revenue.

* Stadium name: Coliseum and Raiders will share revenue in case of stadium title sponsorship.

* Raider Hall of Fame: To be built at Raiders’ expense.
