Georgian Envoy Named

WASHINGTON — President Clinton has announced that he plans to name William Harrison Courtney, a senior Foreign Service officer, to be U.S. ambassador to the Republic of Georgia, once part of the former Soviet Union. Courtney, 50, has been ambassador to Kazakhstan since 1992.
